Québec Construction Code, Chapter V, Electricity

Québec construction code, Chapter V, Electricity came into force on March 1, 2011. Constituted of the Canadian Electrical Code (CEC), 21st edition, with Québec amendments. The last regulation proposes several changes in the design and construction of electrical installations.

The Régie du bâtiment du Québec (RBQ) reminds all electrical contractors, electricians and professionals involved in the design and implementation of electrical installation work that they must rigorously apply the latest requirements and obligations.
​
Chapter V, Electricity, of the Quebec Construction Code also applies equally to renovation work, updates or modifications, or even a complete replacement as time, wear, disuse or malfunction because the electrical equipment is part of an electrical installation. This chapter stipulates the requirements for the replacement of equipment in an existing installation, which must be known to any electrician, technician or engineer working on the electrical construction or renovation.

CSA Z462-15 Workplace Electrical Safety

2008 marked the emergence of CSA standard Z462, Workplace electrical safety. The standard has been updated in 2012 and 2015 with some significant changes including but not limited to:

· the addition of direct current circuits
​
· the removal of category 0 personal protective equipment.
​
Most of companies have embarked on this new health and safety culture. These companies apply the methods to perform de-energized word and apply techniques to protect against the arc flash. However, there are still some companies where these standards seem a bit complicated to put in place. Problems often come up for
​
· energize electrical work permit
​
· good practices to protect themselves from the arc flash
​
· audits on workers.
​
This CSA Z462 standard is not only for electricians. It does apply also for other trades which are not directly related to electricity but whose activities are typically performed in the presence of electrical voltage. Whether for an insulation maneuver on an equipment in a plant that works with electricity. For example, those that maintain systems such as HVAC, appliances...

Qualification/Accreditation of High Voltage Employees

In Canada, all high-voltage installations (750V and above), ie hydroelectric power stations, wind farms and high voltage substations, the employer must ensure that the employees are able to perform the critical tasks for which they have been mandated. Conducting an employee audit to qualify them validates that they have the required level of competence and allows the company to fulfill its obligations.

ASTM standards apply on tools and equipments (insulating gloves, hot stick, earthing and voltage detector) and they shall be compliant. Compliance is met with inspection and maintenance on specific period.
​
Procedures must be in place concerning the maneuvers (operations) of the installation.
In addition, CSA Z460 standards governed the lockout-tagout.
